I am directed by Mr. Sec. Lyttelton to

inform you Mr. Nicolle, Auditor of Hong Kong,

has accepted the offer made to him that he

should proceed to Ceylon for a few months,

from about the end of next month, to advise

the Ceylon Govt. as to the modifications if

any which should be made in the new Financial

Instructions to adapt them to toe special

circumstances of that Colony with salary

at the rate of $16000 £1,000 a year and free

passages.

Mr. Lyttelton offered this deputation to

Mr. Nicolle after it had been semi-officially

ascertained from your Dept. that you would

have no objection to
